Course overview

Within an organization, the coördinator BHV or hoofd BHV is the person responsible for directing and coordinating all BHV activities. They ensure BHV'ers are trained and drilled, so they can carry out a correct BHV deployment during an incident. They also play an important role during the incident itself — coordinating the BHV'ers and maintaining contact with the emergency services. In addition, the coördinator/hoofd BHV handles the policy side of BHV. Appointing a hoofd BHV is not legally required, but as an employer you must ensure a well-organized BHV setup. In practice, this means appointing a BHV coördinator/hoofd BHV is necessary to maintain oversight and effectively carry out the legal obligations.

Coördinator BHV / Hoofd BHV course

Because the hoofd BHV plays such an important role in the safety of your organization, it's essential that they know exactly what to do in emergency situations. That's why taking a dedicated Coördinator/Hoofd BHV course is essential. In this course, the coördinator learns not only how to manage the BHV organization, but also how to effectively handle incidents, how communication with the emergency services works, and how to keep procedures up to date. In short, during this course you go deeper into leadership, coordination, and strategic action during incidents, fully preparing you for the complete task package of a BHV coördinator or hoofd BHV.

The coördinator/hoofd BHV carries out the BHV tasks legally assigned to the employer and translates these into concrete measures, including:

• setting up the BHV organization;
• drafting and maintaining the BHV policy plan;
• implementing occupational health and safety policy relating to BHV;
• ensuring sufficient BHV training and drills;
• communicating with internal and external contacts.

In many companies, the coördinator role is combined with the role of ploegleider BHV. The ploegleider BHV leads the BHV deployment on the ground and is often also responsible for operational BHV matters, such as managing BHV equipment.

Admission requirements

This hoofd BHV course is intended for employees responsible for preparing and implementing BHV policy within their company or organization.

The course assumes participants have:

• MBO/HBO level education, HBO level preferred;
• general management skills: leadership and communication skills.

What does the Coördinator/Hoofd BHV course involve?

The hoofd BHV course consists of two course days and one exam day. The BHV coördinator/hoofd BHV is tasked with independently drafting a BHV policy plan and is provided with several useful tools to do so.

Besides writing this BHV policy plan, participants should expect a study load of sixty to eighty hours for studying the course material and preparing the presentation and oral exam.

The exam

The exam for this hoofd BHV course consists of two parts:

1. drafting a BHV policy plan;
2. presenting the BHV policy plan combined with an oral exam on the coördinator/hoofd BHV course material.

The BHV policy plan forms the basis of the presentation and oral exam, and is assessed by an experienced NIBHV exam committee against several requirements, including whether it:

• meets the legal framework;
• is drafted based on the goals and interests of the organization;
• takes third parties into account (including emergency services, external parties, suppliers, (sub)contractors, and any visitors).

After completing the exam, the BHV coördinator/hoofd BHV has a BHV policy plan in hand that is tailor-made for their company and directly applicable.

Exam standards & competencies

The candidate can formulate BHV policy for their company based on the risks within the company and the legal requirements for BHV.

Competencies

• Has knowledge of:
  • the legal framework for BHV;
  • the RI&E and its relationship to residual risks;
  • an incident scenario and its relationship to BHV;
  • the requirements for the number of BHV'ers and the training and drilling of the BHV organization;
  • the requirements for written documentation.
• Can translate relevant legislation and regulations on BHV into a BHV policy plan for their own company with concrete measures for:
  • setting up and maintaining the BHV organization;
  • ensuring training and drilling of the BHV'ers;
  • communicating with internal and external contacts.
• Can present the BHV policy plan for their company and explain the conclusions and recommendations.
